The Office of the Chief Trade Adviser (OCTA) is being established to provide the Forum Island Countries with independent advice and support in the Pacific Agreement on Closer Economic Relations(PACER) Plus trade negotiations with Australia and New Zealand. The Office of the Chief Trade Adviser is based in Port Vila, Vanuatu. The first to be appointed to the Chief Trade Adviser position is Dr Chris Noonan from New Zealand. The office starts operating from the 29th March 2010. The 14 Forum Island Countries includes Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, Niue, Palau, Papua New Guinea, Marshal Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.
